Dr. S.M.Mohamed Ismail joined the South Eastern University of Sri Lanka in 1996 as a founding faculty member and rose through the ranks to become the institution's third Vice Chancellor (2009–2015). During his tenure, he transformed the university through major infrastructure expansion, curricular reform, international partnerships, and the establishment of the Faculty of Engineering. Student intake tripled from 1,000 to 3,000, employability improved from 35% to 85%, and over 800 research papers were published through newly established international conferences.
Beyond academia, Dr. Ismail served as a Member of Parliament on the National List (2018–2020), Chairman of the Sri Lanka Handicraft Board (LAKSALA, 2015–2018), and has contributed as a consultant on World Bank, UNDP, EU, JICA, and ILO-funded projects across South and Southeast Asia. A Commonwealth Academic Fellow with a PhD from Kyiv and a Post-Doctoral fellowship from the University of Bradford (UK), he brings a rare blend of scholarly rigour and hands-on governance experience to every engagement.
